Once you reach the area marked on the map, you'll see a bridge near a small outpost. The other end faces a cliff, and the soldier you're after is at the top with two other men.

If you walk cross the bridge he'll take a shot at you, and will be flagged as your target.

The best way to get to him is to drop down into the ravine and scale the wall opposite using the crack that runs up through the rock. Go around to the left of where he's stationed and you'll be able to creep up the slope behind him.

You can take all three soldiers down with your tranquiliser gun, or kill the other two before knocking him unconscious. Fulton him back to Mother Base to complete the mission.
