If you want to completely finish Just Cause 3, finding all the Rebel Shrines should be on your todo list. How to Unlock Fast Travel in Just Cause 3

When you start playing Just Cause 3 you won't have the Fast Travel ability. To unlock it you must first complete the 'With Friends Like These' story mission. From that point on you'll be able to travel around the map.

Just Cause 3 Rebel Shrines - All Locations
