Destiny: House of Wolves files ready to download on Xbox One

The House of Wolves expansion for Destiny currently has no official release date, we don't even know what's in it, but we can download something from the Xbox Store.
Arekkz Gaming has discovered that if you own the Destiny Expansion Pass, you can download the House of Wolves authentication file.
The file is very small, just like it was for The Dark Below expansion. In the case of The Dark Below, the actual content was available in a free patch ahead of the expansion's release.
This is only available on Xbox Store and not on PSN, strangely. Is it an error?
