Microsoft is aware of issues plaguing players on Xbox Live.
Over on the Xbox Live status page it states Social and Gaming is "limited" on both Xbox One and Xbox 360.
Users will experience issues joining other Xbox Live members in online games, managing friends lists and tracking what friends are doing.
Bungie also said it was aware players on Xbox One are experiencing "vulture errors and other connectivity issues," so users trying to log in may experience disconnects or be unable to sign in at all.
So it appears it's an XBL issue and not necessarily a Destiny server issue.
