Diablo III beta still on slate for September
Blizzard game director Jay Wilson said during the firm’s gamescom press conference that the Dibalo III beta is still slated for release by September. That’s the good news. The sort of bad news but still expected news? The game will be released: “When it’s ready.” Thanks, Kotaku.

It won’t be for the public if thats what you mean by open. They will send an invitation if you are selected.
If you mean Open beta as far as its open to talk about it, thats a good question. I am leaning towards being like Starcraft Beta. Where it was open to talk about it and no NDA was involved.
