During a recent investor briefing, Nintendo president Satoru Iwata was asked why Nintendo doesn't make all its discontinued titles available via the Virtual Consoles service.

"Virtual Console releases require testing, checking for present-day issues, and other various work," he answered.

"It's not that we don't want to put in the effort, but there's new software development, so we can't use our limited headcount just on old products."

Iwata also said that it isn't always easy to negotiate Virtual Console publishing of third-party titles.

"We want to strive to continue providing a satisfactory Virtual Console lineup," he concluded.
