New Borderlands art style shown on next PC Gamer cover

Is Borderlands cel-shaded? The cover of the June issue of PC Gamer magazine shows off the game’s new art-style, one Gearbox swears is anything but.
The image is an in-game screenshot, according to Gearbox’s Steve Gibson. See for yourself.
April 13 will see the launch of the Borderlands website, which should give us a better idea of the final product.

I know someone who’s played it. They said everything’s covered in a thick black outline.

Does Crackdown count as cel-shaded? Because that’s what it looks like, rather than proper Wind Waker cartoon visuals. I’m not sure there’s actually that much of a difference between the two styles, but maybe that’s what they’re getting at.

Looks like a comic book – are comics “cel shaded”?
