It's a homage to games like Street Fighter and Mortal Kombat, cabinets of which graced not only arcades, but the local pizza parlor, Taco Tico, and grocery stores back in the day.
The gameplay you see in the video was recorded in Overwatch with additional FX work done in After Effects.
