Metal Gear Online supports up to 16 players on PC and current-gen consoles

Metal Gear Solid Online will allow for up to 16 players on PC and current-gen consoles, according to the official website.
Noticed by Videogamer, the Japanese website also notes the last-gen version version of the game will allow up to 12 players.
During The Game Awards 2014, Hideo Kojima showed the first look at Metal Gear Solid Online, demonstrating various character skin swapping and and a base being stormed.
Online access is included in all copies of Metal Gear Solid 5: The Phantom Pain which launches on September 1.
