Capcom explains reason behind lack of SFII HD beta on PS3

Here. The main reason the update's only getting a beta on 360 is because doing it on both platforms would have delayed Street Fighter II HD by "another few months". Xbox 360 owners can get access to the beta by buying Commandos 3 for 800 MS Points.
