Microsoft has removed instructions on how to update Xbox One without being online. Originally, one could download the Emergency Offline Update onto their PC and save the files to a flash drive, then insert the stick into the USB port on the console.
Microsoft has announced that on April 6 it will release a system update over Xbox Live that allows USB flash drive support for Xbox 360.
