The Division has a third enemy faction called the Last Man Battalion
There's a third, unannounced enemy faction in The Division which is referred to as the Last Man Battalion.
Currently, we know about the Cleaners and the Rikers, but in the beta, many references were made to the third faction. This group is made up of former military and the faction won't hesitate to eliminate anyone in its way.
The supposed leader of the Last Man Battalion is named Charles Bliss and his name pops up in the tooltip on the fast travel screen.
Some gameplay featuring this faction was shown in a recent Division capture event, which explored the high-level portion of the game. A clip from this event is featured around the 4:32 mark and shows the player getting killed with one shot by a level 30 sniper.

An open beta for The Division is reported to take place February 16 – 21 with a 24 hour exclusivity deal on Xbox One. To prepare, find some people to play with through The100.io’s Division LFG service.
The Division will be released on March 8 for PC, PS4 and Xbox One.
