Ubisoft has gone into more detail on how The Division's full range of weather and time of day can affect gameplay.
According to a blog post on the official website, the environment indoors and out - whether it be lighting or temperature - can help or hinder a player depending on the conditions.
For one, when a full storm is in effect, visibility will be hindered for both players and NPCs. The worse the storm, the less effective aim assist and detection ranges will become.
At night, some light sources will drawn attention from NPCs in the environment, while blacked out area will be just that - dark as coal. During the day the mood will be entirely different even with less than favorable weather. Combine a blacked out area with severe weather and you've got yourself a bit of a challenge.
While meandering around Manhattan, players can take shelter in some of the various building types in the city's hub. Inside they can wait for more favorable conditions.
Ubisoft said going in and out of buildings will be a "seamless transition" so if a player has been inside long enough, they may find upon stepping outside the weather has taken a turn for the worse.
