By emotional state, we mean p**sed off and out for revenge, and so does Victor Coste - the private military contractor who worked with Sam Fisher in the past.
Telling men who have him sitting in a dark room, with a very bright light pointed in his face, that he "would not want to be" them right now, he definitely makes it sound like Sam's off his rocker.
