Not A Hero development sounds like a magnificent mess

Not A Hero wasn't built in the focus-group, publisher-controlled, tightly locked-down development environments we've grown used to seeing.

Not A Hero developer Roll 7 (of OlliOlli fame) and publisher Devolver Digital (Serious Sam) have been very clever with this new developer diary in making the whole process seem much cooler than the coldly polished efforts of big triple-A projects.

Taking off the Cynical Spectacles for a second, Not A Hero does seem like a funny game made by fun people. Clean up the city to ensure your best friend, Bunnylord, can be elected mayor, in a cover-based 2D shooter. Also, if you stick with the developer diary it dives into pretty interesting territory, discussing why the game is set where it is.
