Is this Halo's Arbiter in Killer Instinct Season 3?

A new Killer Instinct trailer has been released, teasing something from the Halo universe for Season 3.
It looks a heck of a lot like Arbiter may appear in the roster as a guest character, doesn't it? This isn't unprecedented; a quasi-canonical Spartan named Nicole-358 appeared in the Xbox 360 exclusive Dead or Alive 4.
Killer Instinct Season 3 is expected to kick off in March, and also introduces Kim Wu. I wonder if we'll see that Perfect Dark guest fans have been hoping for?
