Effects Bar in next EVE Online patch shows who is attacking you

CCP has said the next patch for EVE Online will contain an Effects Bar shows an overview of effects currently affecting your ship. It will show who is attacking you, which will help the player target and counterattack instead of searching around through the various interface options.
