The Division PTS has a confirmed date

The public test server is coming this week.
The Division's public test server was announced in August and its scheduled launch last week was delayed due to it needing more time.
But now we've got a firm launch date for the PTS going live.
According to the reddit thread, the PTS will go live on Thursday 22 for the Elite Task Force before opening up to everyone on Monday 26.
The PTS is currently on PC only, so this won't have much significance for you if you're playing on console.
We'll have more details when the next State of the Game rolls around.
