Picture - Is this concept art for Altered Beast or fan art?

It's Saturday, and while scrounging around the internet to bring you tidbits of something interesting to ponder on your day off, we came across what appears to be concept art for a new Altered Beast.
Granted, we could be wrong. Which would break our hearts because we loved the Genesis and NES versions.
However, we cannot find any extra information on this other than the pictures over on AGB, but if it is truly something new with just a smidgen of validity, we would be doing you a disservice by not posting the picture.
Even if it is just cool fan art -which is a massive possibility - we are enthralled.
Still there it is - take from it what you will. We'll mail SEGA and see if we get a response - even if it is just a cackle.
