You can purchase it digitally through GFWL and Steam, or at retailers for £34.99/$49.99. Portal 2 Authoring Tools released by Valve

Valve’s released the Authoring Tools kit for Valve 2, enabling you to make your own levels for the game. The tools included in the kit allow you to create any type of mod for the game: single-player or co-op maps, music, 3D models and more. The kit is available now for PC on Steam via the Tools tab.
