Ok, so lets square this, eternal gaming question. I'm pretty sure that ever since people migrated to any kind of competitive FPS type game, which involved multiplayer, there have been campers.
Campers use a couple of particularly poor tactics in order to offset their amazingly low or even non-existent skill.
My definition of a camper is someone who hides and waits in some unusual or sheltered location and basically gains kills through nothing more than surprise and bushwhacking people before they have time to react.
In something like modern warfare this would be akin to waiting at the top of the stairs, usually prone, basically just waiting players to walk into their crosshairs. No skill is involved. They themselves were obviously camped to death in a previous game in the same location so they adopt the same tactics for the same reason and usually get the same result.
Camping in my mind would not be someone on a roof sniping, or someone who would use cover and try to attack people as they cross a particular broad area of the map. The reason for this, in my mind is two fold, firstly, they are exposed to risk and detection more readily, and second, because they aren't relying on basically hiding, they are relying on the protection of solid cover to give them the edge- basically the same things a soldier might do in real life ever since someone decided thrown weapons were a good idea.
Now maybe you don't agree with this but the snipers of this world, and the people who use cover cleverly, might not be people you hold in high regard but it is relatively simple to adopt their own tactics against them. Indeed, in many MP games if I chose to be a sniper I would often focus my attention on enemy snipers entirely, waiting and watching for even the most very slight movement on screen to zap them, with quite some satisfaction, too I might add.
Campers though, I put in the same league as glitchers/cheaters. IE total lamers who just make the whole experience worse for everyone. Its not clever and if everyone did it it would make games virtually unplayable. Why the hell would you want to tilt the playing field in such a way that you knowingly had such a wide advantage over someone? Where can the satisfaction of camping someone to death come from? A clever sniper shot, or noob tube (aka anti-camping device) or even a backstab holds far more accomplishment, IMO.
