Sounds like your able to use a Chariot as a vehicle in Dark Souls 2...:

Maybe could be cool if you can upgrade it with loot.
I think a chariot is a hard thing to implement into a game, clipping issues with scenery, how to reverse a horse without breaking realism... Can the horse die etc...

Maybe it's just enemies that have them or maybe they'll be chariot to chariot combat which would be pretty crazy.
Not what I would expect from Dark Souls though...
From Software concentrates in making tough enemies, not overpowered players, at least in agreement with the previous games. This 'Chariot' sounds indeed like an enemy as @monkeygourmet stated. But not a regular one I suppose. More like a Mini-boss or a full-time boss. The maximum they could do to offer in motion terms would be a speed enhancement ring, again, only if FS want the series to continue the same path.
There is so much what could go wrong with the IP, I didn't even want to think about it. Vehicle is not one of my concerns. I just hope the leveldesign will be at least on par with DS. And the freedom of choices. Either character or level/area wise. Really, I just hope the best but I am confident that From Software wont screw up. Praise the sun! And to Telepathic.Geometry:

I never went back to Dark Souls after my save got deleted... I should start again at some point, it was soooo demoralising though...
Lost a crazy good ghost sword, dragon sword, reaper armour etc... Sad times
@monkeygourmet I deleted most of my builds when a Dark Spirit invades and manages to kill me while I had tons of humanity (most for defeating bosses in jolly co-op, using Dark Hand, using Humanity items to refill health during my invasions and so the list goes on) and I sadly screw up while going to retrieve it (tsc tsc, Silver Knights with gigantic arrows)...
Now I get the most Ring of Sacrifices I can and manage to retain my earnings a bit more... that is 4 rings including the Rare.

I will try and return, it's my favourite series by far.
The amount of time I spent grinding though, especially getting legendary weapons of bosses, gargoyles ax tail for example.
It was soul destroying losing my save... :)
@monkey Sad you got your safe deleted. On the other hand it's Dark Souls - the cool thing is, that you can start all over again with a new build, knowing what awaits you around the corners. Really, you need to be in the mood and have enough spare time but than: Oh My God!!! ;-)

On topic, this sounds like a boss to me, not something you can use yourself. I wouldn't mind TOOOO much if they had a horse, but I dunno, somehow that seems not DS to me. Unless the horse just fucks off with itself at the first sign of trouble, and only turns up randomly once in a while...
