Depends on who you ask I guess. It was poorly optimized for PC, which probably kept some people away.
As a game I think it's a pretty failed mix of Police Quest and GTA.
The best part of the game is in the adventure sections where you're looking for evidence or questioning people, but then it's forced into this open world that really isn't used for anything, save for action scenes, which really could've settled for less.
I don't get the point in having you drive everywhere, when the cars handle like boxcars. The driving physics are a lot closer to San Andreas than GTA IV.
I was pretty disappointed the first time I had to shoot a hostage taker. With Police Quest and Swat in mind, I tried to incapacitate him, but he dies even if you do shoot him in the leg.
The facial technology is supposed to be amazing, but all the women look like they've been hit in the face with an axe.
Which sums up the game pretty good in my opinion. It means well, but it just doesn't work.
