does the double XP start right away ?
what exactly do i get when i upgrade to premium ?

Once you've verified your account via the email, the double xp should start the next time you start playing multiplayer.
The main thing you get with premium is the monthly DLC, but there are also other things, like video content and other extra Elite functionality.
You should be able to see a full list of Premium features from the Elite app that you can download from the PSN store.
