If he can take down CIA, than he can also take down the rest of the 3 letter words like FBI, NSA, IRS, INS, ATF, Pentagon.. who knows more....

Technically LulzSec DDoS'ed the CIA which doesn't take skill, just a huge botnet. The only way to avoid a DoS attack 100% is to take your site off the net.
