If you mean cap at 60 FPS. Yes, an option called V-Sync will cap the FPS at your monitor's refresh rate to avoid screen tearing. Most monitors run at 60hz.
If you mean force a game to push more FPS, this depends on your hardware. If your machine struggles to produce 30 FPS at for example medium settings, the only way to get more FPS is to lower the settings.
Some games are coded to be locked at 30 FPS though. Mostly console ports have this problem but more often than not someone will release a mod to get around that.
