I was personally not impressed by NGP, it's basically PsP but will upgraded internal core and some few additions nothing more.
The 3DS however is the same as a DS but with better internal core, some few features and 1 important selling point 3D.
3ds's price is daylight robbery and not to mention that in a few years that 2012 we will see 3DSi smaller and compact, 2013 will bring 3DSLite with better lasting battery.
As for the NGP, it just looks like another PSP with added features but without a major selling point. As for the price, if it's more expensive than 3DS, then these companies are going too far and I would definitely see NGP dead on arrival. If it's the same price as 3DS then it's fair, however if it's lowe or slightly lower than 3DS then Nintendo better rethink their strategy.
About the games, 3DS has a few ports however they are not just any ports, they are ports with better end graphics and again in 3D! So much great games coming out at launch like DOA Dimensions which I'm looking forward to. It will get other third party support games such as Castlevania, Ninja Gaiden, Dynasty Warriors etc even Metroid is coming to it.
NGP already have sony's first parties confirmed for it Uncharted, and will get third party support. Although we only saw a small number of list, however we are seeing ps3 straight ports to the NGP like MGS4 AKA Best Game Ever.
Not only are they straight ports but they offer nothing and no additional feature unlike 3DS that it's ports are in 3D.
One particular good function for the NGP is the ability to use a cloud save service, like you play MGS4 on your ps3 and when you are out and about you can continue your MGS4 save game on your NGP. Sounds neat.
I will be getting a 3DS, 3d is the future and people saying 3D is a fad will end up buying one in 2012! 3DS doesn't only have games but they coherent with 3DS functions and are in 3D.
