Yes you have to renew the rights on each game one by one on the new console,i have done this before.I cant recall exactly how to go about it.SlayerGT posted the link to it above,i dont think you have to get online with your older console and cancel the rights there,at least i dont remember doing so.

Im very familiar with this issue. I first encountered it when 360 came out with dlc. If you notice when after downloading anything from be it a game or dlc, the first you boot it it'll"update" with a quick status bar. This is tell the data (game, dlc, etc) that it can only be played on THAT console. Not Live profile not hard drive..console. Its on the hard drive and linked to your profile, but if it's not on THAT console you must be "online" to access the content. In the early years I discovered this with PGR3. I didn't have an internet connection at my folks but my buddy did. First thought was, "cool man, I'll just bring my HDD over and buy the dlc and bring it home." I still don't know to this day if I had just purchased the content and not tried to play right then and there if it had worked properly (cause it registers to the console the first time you try to access the content). MS couldn't even tell wtf was the issue. Apparently back then they didn't consider this scenario. Well, when the RROD shit started you can imagine how this started becoming a deal. The prob being most people are "logged in" so you never know that so you don't have the "rights". They've implamanted a fix (PSN has one as well). Somewhere (and this is where im not so helpful) in the Xbox UI is a place you can transfer the rights to a new console. The prob being you have to get online with the old one (or maybe contact MS). Once the "rights" have been canceled on the old machine, using your hard drive and profile to access the content on a new console should prompt an "update" to allow the content playable on the machine "offline". Again you have to be online to have this work also of course. I'll see if I can find MS's info on this for you.

Might need a one-time active connection to verify the content on the new system.

Don't quote me on that, but it'd be a reasonable security measure or you could copy all your arcade titles to as many USB sticks as you liked and hand them out to people who could then play the games by simply unplugging their xboxes ethernet before shoving the USB stick in.
