Is Nintendo getting Cross-Buy?  

Cross-Buy, if you're unfamiliar, is a service currently offered by Sony, whereby you buy the game once, and you get it on all the PlayStation platforms its available on. Nintendo may be about to introduce a similar service and Squids Odyssey will be the first game to utilize it.

Nintendo has not officially announced that the system is in the works, however upcoming strategy game Squids Odyssey will offer you a free copy of the game on Wii U, if you buy it on the 3DS. Albeit only through the European eShop, and you have to buy the 3DS version first.

Nintendo has not offered this service in the past, only discounts to those purchasing the same game on multiple platforms.
