Anno 2070: Deep Ocean DLC release date revealed
Anno 2070: Deep Ocean gets some new DLC that adds a truck load of quests, deep sea exploration and more into the mix.
The Deep Ocean pack will be available on PC from October 4, publisher Ubisoft has confirmed.
The expansion will include 150 new quests, deep sea exploration and undersea power stations that will need tending to.
Anno 2070: Deep Ocean will also hammer you with new natural disasters, new construction options, and energy transmitters that let you ferry power between islands.

The source is wrong.
The Techs is a faction already in the game, Deep Ocean introduces another “Citizen Tier” in the Tech faction, the “Genius”, with its demands and its bonuses.

Indeed they did.
I also informed Ubisoft about the error in the Polygon article, hopefully they will edit it as well.
