ATLUS clarifies its decision to region-lock Persona 4 Arena

ATLUS has released a statement regarding its decision to region-lock Persona 4 Arena being region-locked, promising it’s not the start of a “slippery slope, [or] the beginning of a dangerous and unnecessary precedent.”

In the lengthy statement, the firm said it was “completely unprepared for the force with which the community communicated their disapproval,” of the move but tried to reassure fans region-locking is not the beginning of a new ATLUS policy.

“This is an isolated case, a situation precipitated by a number of factors, some of which are simply out of our North American hands. Moreover, and perhaps there is no way to convince our fans of this considering the magnitude of the betrayal many are feeling, but we are not doing this out of malice or a desire to control,” reads the statement.

“Persona 4 Arena achieves a number of triumphs for our North American publishing house. For years, our fans have asked us to include dual language audio in our games. Finally, with P4 Arena, we were able to deliver on that desire and include the exact same content as the Japanese release for our North American fans. Moreover, our North American community is often forced to wait months for a localized release (a plight our friends across the Atlantic can relate to). Again, with P4 Arena, we’re able to release within two weeks of Japan. We pushed hard for these things. We know our fans want them–well really, EXPECT them–and we did our best to get as much for our release as possible.

“The unforeseen consequence in all of this was that we had a version of our biggest game of the year releasing within a couple weeks in two territories, both identical in content, but at radically different price points. Importing, as great as it is for gamers who otherwise can’t get access to a title, can also cannibalize the performance of a title in one territory to the benefit of another.

“While we’re all one big ATLUS family, the reality is that the dramatic difference between the Yen and the Dollar makes for a dramatic difference in price. So the decision was made, perhaps at the expense of some of our fans, clearly at the frustration of many, to region-lock Persona 4 Arena.”

The firm concluded its explanation by stating the choice to region-lock P4 Arena “was a business one, one that has very clearly affected how many perceive the project,” and reaffirmed the online multiplayer will be global, and not affected by the region-lock.

Persona 4 Arena hits Japan on July 26 and the US on August 7. Reports indicate it may arrive in Europe on August 31.

    I still won’t get this game because I can’t support a game that’s region locked on a region free console, its the principal of the situation not a reflection on the game itself. Since Atlus are a top 5 company for me its makes not getting this even harder but I can’t and won’t support region locking.

    There is now a potential for more games on PS3 being region locked too. Imagine if EA or Activision started doing it after seeing this, it would likely catch on.

    I never intended to get the US release but due to this I wont even get the EU release.

    Huh. I didn’t even know it was possible to region lock PS3 games. I always just assumed it was a universal mandate that all PS3 games were region free.

    Surprising decision, but I can understand why they are doing this. They are not a large developer, and the cost difference between regions could seriously damage their bottom line.

    As they pointed out, there’s only a two week difference in the release window.I think it’s really shallow and self-serving of any gamer to refuse to buy the game over such a small issue. There are far worse practises than this infesting our hobby.

You do realize that the PS3 is region free… and by making it region locked just makes you seem greedy since only one country would import it into Europe (versus the other two/three countries that will likely have significant sales in Europe).

    Just tsk, tsk.

    On the flip side, it only looks like Europe will have to wait 3 weeks.

    What about people who bought a console from a region they dont currently live in? Happily region free until now. They are being forced to import, potentially paying more and maybe not even have the game in their native language? Reality is most would buy in their home country if the release date is global anyway. Its just more convenient and beneficial to them.

    There are much better ways they could have gone about this without pissing off their fanbase.

    @7 Gamer cred? Heck, most weeaboos wouldn’t be happy unless they had the first print special editions from Japan with no English content and only a translation sheet to work with.

    Instead of obsessing over such a minor issue, they should be applauding the fact that a relatively small developer is not only providing dual language audio and unedited content, but an almost simultaneous release worldwide to boot.

    Profit means staff get to keep their jobs. Lack of profit means people lose them. They are creating entertainment for *your* benefit. This is not some sort of evil empire. It’s a small company, and one that has *always* been open and generous to its fans.

    First, if you care about gaming you should never buy this game. even used – as if it was a piece of junk.
    Second, this is bad. First time ever Sony allowing a region lock (PS3, PSP, PS Vita all have region free games, but games can be technically region locked, Sony just never allowed it).

    Only region free platforms are acceptable in the future.

    If they release in both territories simultaneously then the vast majority will buy in their respective territories. People don’t import to save a few quid. They import to get the game quicker.

    According to Kotaku the dramatic difference is currently 35% without shipping.

    “In a nutshell, Atlus is worried that the dollar’s weakness against the yen could lead to “mass importing” of Persona 4 Arena that would “cannibalize the performance of a title in one territory to the benefit of the other.” At current exchange rates, the $59.99 that Persona 4 Arena will cost in the United States comes to about ¥4,778; the game is ¥7,329 in Japan. So, without figuring in shipping costs, the North American version would effectively cost 35 percent less than the Japanese.

    It’s likely Atlus also is concerned because the two versions release 12 days apart, with Japan’s going first, on July 26. If it could be imported, that could damage Persona 4 Arena’s release-week sales in Japan as cost-conscious gamers wait for a cheaper U.S. version to arrive on Aug. 7.

    So why not just lock the US version and leave the JP one un-touched for those that want to import.

    Like the fucking entire EU for example. Until Atlus set up a European branch (never) we will always have to play a guessing game if we are actually going to get one of the titles or not.

    It’s a matter of principal.. you said yourself the people who import their games are part of the severe majority. Not only that, but only people from the UK will only really be importing the games from the USA anyways.

    It’s messed up when you have every other game region free. If I’m greedy for spending $60 on a game to only get screwed by on Disc DLC, Online Passes, and everything else ON TOP of region locking? Yeah, there is a reason why the gaming industry is on the decline.

    I’m sorry to disappoint you, son, but any people with the basic brain skills to learn English are eligible to import a game from the US, unless its shipping cost makes it unworthy.
    Atlus is aware that that many people in the EU have learned Albion’s and can import their games.

    I understand Atlus’ move in protecting both its Japanese and American business, it’s something you have to do to avoid closing your offices in the long run.

    Anyways people will always bitch about something, first comes the Online pass, then the on-disc DLCs, now the region lock, and they don’t even thank them for finally including the double audio support in the game, a first in the Persona series and the very reason for the lock itself.

    If a world wide release isnt possible, why not include some “loyality vouchers” in their jap game, like 5 or 10% of their next jap released game, discounts for vanity items, toys, Etc. eligible only to japanese residents?

    You just can’t seem to comprehend how difficult it is to stay afloat in this industry. The “fans” are being incredibly ungrateful.

    If this was 7 years ago, this wouldn’t even be an argument, because almost all hardware was region locked, and people wouldn’t even be arguing the point.

    7 Years ago its was possible to import relatively easily and have a variety of methods of playing them. I have quite a few JP and US Gamecube titles, a tonne of US Dreamcast and even more PS2 titles. Also a shitload of DS titles.

    Theres nothing like that available anymore because the platform holders just shut them down. There was a swap disc available for the Wii, Nintendo shut it down. Thats when I put Homebrew on it. It I could do the same with my 360 I would. If I could do the same with my 3DS I would.

    Hell I imported Catherine and it was more expensive than the EU version when it finally appeared. I guess thats just not worth the amount of money they would lose from all the JP players importing from the states.

    The Atlus fanbase is small and insanely dedicated. I would think it might have been a better choice to test out if they are going to lose more money pissing them off compared to the money saved by killing imports.

    I know. I’m one or them. And this why I choose to be understanding of their circumstances, and the hardship of business in the middle of a worldwide economic depression. Because I actually want to continue to see them be successful, instead of harming the company due to inherent selfishness.

    @21, you are honestly gonna sit there and justify a terrible decision because of what? Dedication? If Atlus had dedication… they would continue doing what they have been doing! Not being greedy! Beyond the difference in prices of new games in PAL territories and the US, nothing can justify region locking. What is the difference between one sale in one territory versus a sale in a different country? EXACTLY what the guy said…

    It’s MONEY greed. It’s not about selling more copies of game… it’s about squeezing the consumers in territories with higher new game price points for every penny it’s worth. Don’t give me “it’s only 2 weeks difference” crap… If it’s only two weeks, why bother putting region locking on the discs then? They did it for a reason and that is MONEY…

    You know what the kicker is? The US version will cost 35% less than the Japanese version! They want to stop people in Japan from ordering US copies to save almost 2551 Yen (or about $35… which essentially covers shipping). US/EU aren’t getting burned here… JAPAN is being burned.

    Now, I will still likely buy the game because I’m a devote ATLUS fan (not to mention I love Blazblu). If I find out that there on-Disc DLC in the game… I’m pretty sure it will burn ATLUS a lot harder than this.

    What part of “Not making a profit off a handful of games could kill an independent developer” do you not understand? I actually want to see this company continue more great games in the future, and I’m not going to damage their chances of doing so because of something so insignificant as region locking. It would only be a valid issue if there a genuinely large gap in the release dates. There isn’t.

    Of course they’re interested in making money. How else are they supposed to support their company and their livelihood? The more money they make, the more money they can invest back into making more games, and the longer they can continue to do so. This is not some giant company being influenced and prodded by greedy shareholders.

    What would you prefer? That they go bankrupt?

    Your overbearing sense of entitlement makes the World of Warcraft fanbase seem timid and rational in comparison.

    @28 Really? Do you not realize the state of the gaming industry is because when you give them an inch… say… allow region locking… they will TAKE a mile (or two, if you allow it).

    So you think it’s fair that a company should be able to up-charge people for a game on the only reason that there are two vastly different price points? I wouldn’t have this conversation if they sold the games at relatively the same price point! But no, they have to sell the game at 35% more money in Japan… and to protect their profits… they region lock it. I’m from the US, I have access to the cheapest version of the game. I’m complaining on behave of gamers who hate when companies decide to take control AWAY from their consumers.

    People will NOT be happy about it, and guess what? You are in the minority here because other REAL gamers like myself are annoyed as hell with all these stupid moves companies make to “protect profits” when in reality… it might just hurt their stock MORE than sales.

Gamers are like battered women who’ll defend their partner even as he’s punching her in the face. Consumers rushing to defend anti-consumer practices because they accept it’s “good business” and that makes it okay.

    It really is a phenomenon completely unique to the games industry. At least movie studios and record labels have to do their own damage control when they decide to take a dump on their customers’ doorstep. Game publishers have the luxury of knowing there’ll always be plenty of people smearing themselves in it and telling everyone how good it tastes.

    I understand you sympathise with the dev/publisher. If others read you comments carefully you are acknowledging that the principle of this is bad, but there are some valid justifications.

    What would I prefer? That they think about solutions which are not detrimental to their relationship with their fan base and think about rewarding people instead of penalising them and most importantly setting a dangerous precedent. I mentioned it above there are other alternatives to breaking a rule which has applied to every other game on the PS3. This is what people are pissed off about, and what it means for the future. It’s a backwards step and one which should rightly be called up.

    What else could they do? Include low cost extras in the Japanese version to encourage sales, artwork, time limited exclusive content. Knock a little off the price in Japan and maybe even encourage more sales there. Anything but breaking a rule which has served in particular your fan base well for the last 5 years.

    It’s not just about this particular game.

    I mean, say you are a sports fan of your favorite NFL team and they are playing tonight. Is it fair that they shut off the network broadcast because the people at the stadium want more ticket sales?

    If you want to continue to think we are greedy, GREAT. I can name at least 5 examples of companies getting greedy and screwing over their fan base.

    1. Mass Effect 3 and DLC (multiple “day one” DLC)
    2. Capcom on dics DLC
    3. Sony/EA Online passes (to curb used sales)
    4. “Always-On” DRM from Ubisoft/Blizzard
    5. PC version of console based games are so terribly optimized

    So please, continue you support terrible business models and see where the “industry” goes with “greedy” costumers. For every one good company that makes games, there are 3 or 4 indie developers that make the same level of fun games. I mean, I can kill hours upon hours with games on my iPhone like Fieldrunners and Uniwar… but when I pay $60 for a game and it’s over in less than 10 hours with multiplayer that’s uninspired? That leaves a badddddd taste in my mouth.

    1. Multiple Day One DLCs in Mass Effect 3? Really?
    2. Capcom’s on-disc DLCs were a bad thing and they finally realized. That’s ok.
    3. Sony Online pass? Where is it? Why I have never had it? “To curb used sales”… well whatever, because that’s still a missed sale for the publisher and the money you pays goes directly to the retailer; it’s like you’re paying the game for them and they profit twice, the first from the publisher and the second from the fools that purchase the games.
    4. The first version of Ubisoft’s Always-On DRM was a plague, I’m aware of it and I was in the frontline when it happened with Assassin’s Creed II. I don’t expect you to believe me because you think I’m a “Publisher’s White Knight”, but I’m not the fool in this conversation. Anyway, Ubisoft backtracked on that DRM and opened it enough for people to enjoy it. The Blizzard DRM is there to help keep legitimate sales in Diablo III online services and forbid douches from duping items and selling them in the RMAH, which is still an entirely optional service but a publisher like Blizzard can’t oversee its legitimacy because the “majority” of “true gamerz” doesn’t want external control over “THEIR HOBBY”.
    5. The abysmal quality of some PC version of multiplatform games aren’t due to greedy publishers, but it’s a combination of multiple things:
    a. the developers making the game for the consoles and doing the PC version as an afterthought/publisher request (Dark Souls)
    b. a bad implementation of the game engine by the developer (look at the first Unreal Engine 3 PC games aside from Gears of War
    c. the budget assigned by the publisher to make the pc version of the game, which includes developing or adapting the engine (if it’s a port), Optimizations, Beta testing and QA.
    How they balance all these things and why the console games budget is always more than PC versions is something I leave you to guess or, if you can’t make it, ask Michael.

The video game industry was born from single or small groups of people making video games… and that mentality is well and alive today in the Indie gaming market along with the Appstore/Android market.

    What do you think killed arcade gaming? Because people got the consoles at home that played the same games! What do you think is killing handheld gaming right now? Cause there are 100 fold more games on your smartphone.

    As consumer, WE do not have to adapt to the publishers. As publishers though, to make a sale, they HAVE to adapt to us. Once they lead you into following their plan, you are doomed to be a mindless consumer forever.

    They are able to put it at that price point because their teams are much smaller than the triple A games. Name an indie company that employs more than 100 people that put their games at 5-10$.

    Mobile games will never take place of Triple A games. That comparison is like TV shows compared to hollywood blockbusters. Typically gamers don’t go home and play their phone games if they have a console or a gaming PC. I know I don’t. I play apps when I am on breaks or have some downtime when I am away from the house.

    That’s the crux of the matter. Is it an isolated incident or a dangerous precedent? It’s been five years and this is the very first game to be region locked. Before the situation was there simply was no region locking. Now the situation will be it’s alright to do if you have a valid business reason. Like the Yen is a bit weak, or maybe you haven’t secured US/EU publishing rights yet and need to ensure you don’t endanger that, or anything else they can use to justify it.

    The region free situation has been in place and unbroken for so long it needs to be a *damn* good reason to region lock a new title. This I don’t believe is because there are other options.

    So people standing up and saying no to this are doing it not to spite or hurt Atlus, but to say to other publishers “Oi! No!”. Bigger picture.

    I’m not here to look cool, I’m here to post unbiased comments (or at least biased only about one aspect of the human nature) on the topics and to identify and point out the flaws in comments that give out the wrong side of our industry.

    Also call me stupid, but I’m still boycotting Modern Warfare 2 and Call of Duty in general, save a couple hours in MW3 during the last Free Week-End to see how it’s fallen in the last years. Glad to haven’t fed Bobby Kotick (he’s the real greedy, not Atlus!) with my money for his shooters since 2004.
