If you pre-purchase it through Steam, you will get a 10percent discount, meaning in the end you will pay $13.40 for the title.
D2D pre-orders net a Lightning Pack which includes the EMP Round Pulse Cannon and the Tagger Round Sniper.
GFWL pre-orders come with the Explosion Pack which includes the Riot Mod Pulse Cannon and the Concussion Detpack.
