The creation of DLC is now factored in to a title's development process, meaning that DLC is developed alongside the disc-based content, but held back for release later on. On the one hand, you could argue that as long as you're using 'additional' resources that wouldn't have otherwise been working on the main game, then DLC is somewhat justified (it has to be paid for somehow, after all), but what's generally happening is that teams are simply cutting back on content originally intended for the main game. That’s game development I’m afraid.
