There was a small star icon in the avatar editor indicating that new clothes are available, and they didn't require any downloading or buying. I hope that's the way it stays, at least until they launch the actual avatar store and start selling "real" clothes (Nike shoes or someting). There were for example T-shirts for every country Xbox Live is available in. Microsoft can't possibly think selling theme packs like that, can they? I mean, what do you do with a pack that has only one item interesting to you.
