Technically violence is enough to get a game banned - or "beschlagnahmt" as we say here. Since 2003, there were "just" four games that were actually "beschlagnahmt". The German Penal Code (StGB) explicitly allows for games to be banned due to excessive and inhuman violence against humans and similars, if the violence is glorified or allows the killing to be displayed in an inhuman or gruesome way. (actually, the legal situation is a tad more complex but you get the picture...)
